Background

 

By 2020, SWIFT will introduce a new SWIFT WebAccess solution to replace the SWIFTNet InterAct messaging service. To accommodate the new SWIFT WebAccess solution and its strengthened authentication process, the HKTR system will be enhanced accordingly on 17 February 2020. Institutions which plan to access the HKTR via SWIFT WebAccess (collectively referred to as “Participants” below) are reminded to observe the enclosed schedule of major activities and follow up actions.

Participants Preparation

 

To facilitate preparatory work by participants, SWIFT organised a User Group Meeting on 14 May 2019 to announce the relevant information and requirements of this new SWIFT WebAccess solution.  After the meeting, SWIFT has also distributed the relevant documentations to participants for further reference. Participants are recommended to refer to these SWIFT documentations to prepare the necessary tasks in their own SWIFT environment for integration with the new SWIFT WebAccess infrastructure. Participants could contact their respective SWIFT relationship managers for further enquiry and technical assistance if required.

 

Participants are advised to refer to the Technical Note – Trade Repository Enhancement for SWIFT WebAccess and Administration and Interface Development Guide (AIDG) for details on preparation for TR system.

 

Participants are reminded to complete the setup for Simulation Test and Production Environment by 15 November and 13 December 2019 respectively.

 
Communication

 

To facilitate communication between HKTR and participants, we would appreciate it if participants nominate their contacts for the testing and implementation activities via email hktr@hkma.gov.hk. The nominees should be responsible for coordinating the setup, testing and implementation activities for SWIFT WebAccess solution according to the schedule, among users who are operating HKTR in his/her institution. 

 

Testing Arrangement – Connectivity Test for Simulation Test

 

To verify the Participants’ setup in testing environment,connectivity test is arranged to provide an opportunity for participants to perform simple connectivity test via TR testing environments. HKICL provides a simple web page in the HKTR system for end-to-end connectivity and setup verification by participants via SWIFT WebAccess service. End users will NOT be able to login to the TR system at this stage via new SWIFT WebAccess service.

 

All Participants are required to complete connectivity test with references to Connectivity Test Procedures for Simulation Test Environments.

 

Participants should conduct connectivity test for Simulation Test Environment from 18 November to 11 December 2019 and return the Connectivity Test Result Reply for Simulation Test Environment to HKTR via email hktr@hkma.gov.hk on or before 13 December 2019.


Testing Arrangement – Connectivity Test for Production

 

Similarly, connectivity test is arranged to provide an opportunity for participants to perform simple connectivity test via TR production environment prior to the official launch of the SWIFT WebAccess service. HKICL will provide a simple web page in its TR production environment for end-to-end connectivity and setup verification by participants via SWIFTWebAccess service.  End users will NOT be able to login to the TR system at this stage via new SWIFT WebAccess service.

 

All Participants are required to complete connectivity test with references to Connectivity Test Procedures for Production Environment.

 

Participants should conduct connectivity test for Production from 16 December 2019 to 24 January 2020 and return the Connectivity Test Result Reply for Production Environment to HKTR via email hktr@hkma.gov.hk on or before 30 January 2020.

 

To eliminate problems of individual user such as certificate setup and role assignment, participants are strongly recommended to complete individual SWIFT’s user setup and conduct Connectivity Test for Production with each operating staff of HKTR. 


Testing Arrangement – Simulation Test

 

After participants completed the connectivity test for Simulation Test by 13 December 2019, participants should follow the simulation test script to conduct the simulation test between 16 December 2019 and 24 January 2020, and return the Simulation Test Result Reply to HKTR via email hktr@hkma.gov.hk on or before 30 January 2020. This test script will work through with several test cases,allowing participants to be familiar with the new SWIFT WebAccess workflow, the system changes in login and administrative functions. Participants, especially user account administrators, should complete all test cases to ensure they are 100% ready to manage user account and access the TR system, through the WebAccess channel, in the production environment. 


Migration Arrangement


A big-bang approach will be adopted for the migration between 15 and 16 February 2020, after which participants will not be able to access to HKTR’s user interface via the existing SWIFTNet Browse channel.Participants who are currently using SWIFTNet Browse as their sole channel for access to the user interface, subject to their assessment and consideration,might set up internet connection as an alternative access channel to safeguard their normal operational use of HKTR.


Post-implementation Verification for Production

 

After the final migration as described in the previous section, the HKTR will invite some participants to participate in the post-implementation verification in the same migration weekends.  Participants concerned should ask their major users to log in to the TR application and complete the SWIFT user account association for the first time.
